For IT specialists at the Department of Health and Human Services (HHS) and the National Park Service (NPS), HR specialists worked with subject-matter experts to define competencies for open positions. Candidates were asked to provide a standard two-page rsum, and the HR and subject-matter partners conducted structured interviews to select applicants having the predefined competencies. At the end of six months,22%of candidates for HHS jobs qualified, and seven were hired. At the NPS,11%qualified, and seven were hired. Another six people were placed in other Interior Department positions. The time to hire dropped from 47 days with the usual methods to just 11 days in HHS and 17 days for the NPS jobs. The process of having subject-matter experts evaluate rsums and develop structured interviews took 50 to 60 hours, but much of that work would not have to be repeated for future hires. In light of these results, the Office of Professional Management recommended that agencies adopt this approach to employee selection, including the use of subject-matter experts to develop a variety of assessments related to the needed skills.
